Excuse me if I find that quite impossible. It would be the same as if someone fresh out of Beacon right now was to kill your character (as he is a little bit below 11 years from graduation age) even with preparation time wouldn't you find it a bit odd? We can already gain from the show that actually being a hunter is a lot harder than just learning from the text books (thanks qrow) so the fact that they have 11 years of being hunters/huntresses means a lot when determining their power level. At the time that they were murdered they were around 32 and for Damian to fight and kill the father still in his prime and then go on to murder the mother who was still at full strength is very unlikely.

Sure it is probably frowned upon to be a bounty hunter but not technically illegal but being an assassin is 100% illegal territory. This is before he has any defence against people selling him out so it is quite likely that Heaven would've found out about it. Also where did he get the training to become an assassin? Very different skill set needed than one a hunter has.

Fire still needs heat to work, can it be put out with ice dust? Ok so when it comes in contact with something it sticks but it also explodes? I don't really get how a liquid can explode and splatter everywhere when it touches something but I do understand the sticking part. Please explain how it does this.

The problem with tracking Zitham down, was that there was no evidence left behind to study. He would torch everything once he was done, most often with molotov cocktails and fire dust. In the time since that slaughter, Zitham has only taken a few requests to kill hunters (only one of whom he faced in a fair fight), and all of them have come from mob bosses in the underground, who are the few who are both rich enough to pay for such a service and are willing to pay for such a service. In fact, Zitham can charge huge amounts for murdering hunters because he's one of only a few people of his own skill level in his line of work. Otherwise, Zitham's more run-of-the-mill jobs include working for the White Fang, but vary based on whoever's paying.
The explosions are entirely dependent on the amount of extinguishing agent touching the substance. Rain, for example, would only make the substance crackle with lots of minuscule explosions, but dousing a handful of the stuff with extinguishing agent will create an explosion like a grenade, and the water droplets in fog or mist are normally far too small to react in any noticeable way. It is also of note that it does not react to water unless the water is in the liquid phase.Hope that answers your question.
While both the White Fang within the walls and the Grimm without pose greater threats to public safety than a single exceptionally skilled bounty hunter, Zitham's actions have shoved his reputation into common knowledge and he must wear heavy clothing to cover his visage whenever he is out in public places, much to his own displeasure (though he's usually safe to dress how he wants in the company of other criminals).
Heavy rainstorms are difficult for Zitham to work in because the substance is violently reacting as soon as it's created and must be thrown very quickly, and it usually explodes after only 40 feet of travel through the air under these conditions.

It can also be contained by removing the clothing it was attached to and isolating that to inflammable surfaces until the substance disappears, or smothering it with nonflammable objects.
