Neptune's semblance is like Nora's but with water not electricity. Which means he doesn't know what his semblance is because he is scared of water.

Stealing an idea from a fanfic (Resurgence), Neptune's semblance is controlling water (and he knows this) but has traumatic experiences from using said semblance, and thus does not use it.
