Long story short, no Smart AI. What's Smart AI? This is Smart AI (http://www.halopedia.org/Smart_AI). AI that's basically just a person, but they're code. Why can't you have this? Look at the canon. The ABSOLUTE smartest AI we've seen is Penny, and that's iffy because she sort of has a soul. The Highest below that is the CCT AI (http://i.imgur.com/rTfWpgq.png). The CCT AI is capable of this (http://i.imgur.com/6iYh2rR.png). Not very advanced as far as we can tell. Does smart AI exist? Maybe. Does better AI than the CCT AI exist? Almost definitely, but they would be Atlas tech. Secure, secret, atlas tech. As in not shit you just have. So if you want AI, you can't. Unless you REEEEEEEAAAAAAAAAAAALLLLLLLLLLLY know how to convince us otherwise.

So to put it in RvB/Halo terms, we're allowed something like Freckles, who was an AI impeded onto a Mantis Walker, but we're not allowed something like Cortana?

That's about how it falls. Like all the rules, there's some wiggle room, but "IT'S TECHNOLOGY I AIN'T GOTTA EXPLAIN SHIT" isn't going to fly. Allowed AI is more like a user interface or basic automation than a person.

That's pretty much fair enough. I mean, I can't actually see using a full-blown AI during RP. Seems like too much hassle, since it's pretty much a sub-character, if you know what I mean.
On the subject of AI though, what are their limitations? Like, how advanced would a combat AI be allowed to be? Could it be like the Omnics from Overwatch where they could use tactics and strategies, adapting to the situation?
