Recently got caught up to Volume 4, and I'm on a bit of a RWBY kick right now. My interest in any given Setting tends to come and go, so while I'm not sure if I will be RPing in the long-term, I might try my hand at some world-building pieces, if that is permissible, or maybe write up some NPCs or background type characters (though I'm not sure if that is a thing you guys really do).

While it's not common for someone to only do worldbuilding and NPCs, it's certainly allowed. You could make NPCs for public use, they've gotta be balanced and not "Here's an elite hunter for anyone and everyone to use to get out of situations.", or just NPCs to add to the world. Worldbuilding might be a bit tougher for you not because I doubt your skill but because you're new and we tend to lean more on trust when it comes to worldbuilding. For example, we could trust someone who we know is a skilled writer with a powerful settlement, but not so much a new guy. No offense intended.
