I want to test whether Leaf can run across water, then Haley is like water skiing behind, except just ski, no rope, she has her tethers for that.

She can, she runs faster than a speed boat by more than a 100 km per hour.
Leaf needs about 5 minutes to reach top speed. Lowest top speed for an F1 car was 326km/h(highest was 369.6km/h). Speed boats top speed I found was 206km/h.

She can run up walls and ceilings at top speed. I think the mods would be okay with her running own water. Plus it takes time for her to gather speed to reach top speed.
